Is it possible to maintain proper temps with a heat pad?

I'm thinking of getting a new cage for my Snow Boa. I wanna know if it's possible to maintain proper temps without heat bulbs. I know people with racks use heat tape, and some of the cages I've seen don't look like they have a place for a lamp. Keeping in mind I live in a basement and it gets cold, it possible to maintain proper temps with the right enclosure and heating pad?

For my Carpet Pythons I use cages from PM Herps. They have heating pads but without bulbs there's no way they would maintain the right temps.

I was thinking of getting something like this, but of course the appropriate size.

Yes. You can look into radiant heat panels to start. There are many ways to maintain your temps without bulbs. One is use two separate UTH on two separate thermosthats to help control your gradient.

I have to jump on the rhp bandwagon as well. Best heat sources for most applications imho.

radiant panels for perching snakes, heat mats for terrestrial, both will maintain good temperatures, as long as the correct size/power is selected for the enclosure

Both will maintain the hot side but with just a heatmat the cold side may be way too cold... also gotta think about air temperature aswell due to him being in a cold basement.
