lets put the pics next to each other and see.
A Hypo has reduced black coloring. An Amel has none at all.
A Hypo more closely resembles a Normal. An Amel more closely resembles an Albino, just more red and orange.

They change color with each shed until they are adults. For Example:

So even though yours doesn't look like a hypo hatchling, or a hypo adult. It does look somewhere in between.

Normals can vary a lot so I would not be so quick to call your snake a hypo. If his belly checks are black he is a normal and if they are brownish he is most likely an amel. The only way to prove it would be to breed it to a hypo or a snake that is hypo with something else, eg a ghost which is a hypo anery.
Amelanistics lack back. They do have belly checkers, they can just be very light. Amelanistics have red pupils. Motleys and diffuseds (bloodreds) have no belly checks.
