i thought humidity was moisture in the air, not how wet something is that they are laying in?

And if they are used to so much moisture or need it, does that mean it is difficult for them to get scale rot?

It is the moisture in the air, but the reason why care sheets say 60% humidity is adequate for this species is because people don't take micro-habitats into consideration. Look at ball pythons - they require extremely high humidity, despite the fact that the plains of Ghana are BONE DRY 8 months out of the year. But you won't find ball pythons out in the middle of the desert. You'll find them underground where it's nice and moist.

As for the scale rot, it's a risk with any humidity loving species, but bloods are far more resistant to it than most others.
