I am not sure how things in Philadelphia go, but here in Colorado it is not acceptable to plant imported plants anywhere but your own property.
You could give this little guy a Viking burial. It includes floating him out to "sea" on a burning vessel. You get both options in one. When I die that is how I would like to be dealt with. I would not recommend this option in a stream but I am sure a lake of some sort would do. Also I am not sure of the legalities so you may want to be discreet about it, if you do intend to try it.
