I also don't think you need a fogger. If I were you, I would buy a 5 dollar mister, and a radiant heat panel. It would still be cheaper than a fogger and heatpad combo to invest in the panel. With either a heat panel or a pad, you didn't list a thermostat which is an absolute neccessity.
