it sounds like a bit of urates. When snakes eliminate, you will find a large, brown part (poo) which is varying degrees of hard/soft, a runny liquid (urine), and then a white, hard, crunchy/pasty bit (urates).
Snakes eliminate urates because this helps them to conserve water during the long periods in between meals. Many snakes will poop several days after meals, but they may produce small urates frequently, every few days. the urates can range in color from white, to yellow, to pale green, though any color that isnt white should prompt a thorough once-over of your husbandry.
Havnt you had your garter snake for over a month now? and she hasnt pooped yet? Did she ever drop a bunch of babies for you? and is she continuing to eat?
