Question [Ontario] Permit to handle threatened species??

According to the Ontario Nature website, it is illegal to capture or harass (just picking up a snake could technically be considered harassment) any extirpated, endangered or threatened species. (so about 99% of us have been breaking the law)

No person shall kill, harm, harass, capture or take an individual of a wildlife species that is listed as an extirpated species, an endangered species or a threatened species. (Section 32[1])

So, in other words, is it therefore illegal to even move any threatened/endangered animals off of the road or from someone's property? Would the MNR rather have the threatened/endangered animals killed by a car or reptile-fearing individual?

My question is, is there some way to obtain a permit so that it's legal to pick up and move these animals to safety? Where and how would I obtain such a permit?
