Cerium Oxide use?

Okay so I recently came across a good deal on a 175 gallon bowfront tank with a sump. Only problem is the tank has a good deal of light scratches on the inside, my guess from cleaning with a float magnet. Anyways I have heard of using cerium oxide to buff out minor scratches. Does anyone have any experience with this? Do I need to use a drill or can I do it by hand. And does using just the cerium oxide and a buffing pad work or do I need to use other things as well? Thanks for any help.
