Possible fin rot on Betta - advice?

Just did a little close investigation of Jazzy and it appears he might have a mild case of fin rot on his tail...I wish I'd seen it this morning before I bought this new stuff, or I'd have skipped the plants and the rock and gotten medication for him instead. Now I've got to wait until monday (when my financial aid refund check will come in, I hope for heavens sake..) when I actually have money to get him the right stuff.

I barely noticed it, but I looked really close and compared old pictures of him and now, and his fins definitely are not the same.

I read that dirty water can cause fin rot... Will cleaning it too much do the same? I'm really worried, will two days be too much of a delay for treatment? I don't want to ask my mom for money if I can help it, but if two days will mean him being healthy and alive or him being sick / dead, I'll get money from her and go tonight. He is still acting normal, moving around a lot and acting like a pig.
