female laying problem

Hi, firts my female panther was gravid so I set a laying site(1' deep filled with a earth/vermiculite mix) she started digging tunnels last week but had not laid her eggs. Then this morning she laid her eggs on the top of the soil and she has not laid all of her eggs( there are 22 eggs and she is still pretty fat).

So I'd like to know why she did that (obviously she didn't like the site) and could it be possible that she would not lay them all(then what could happen)?

She looks in good shape and she is eating 2-3 medium silkworms each day.
