evaporated water

when deciding how much water i should change for a 25% change, do i include the water that has evaporated?
for instance... lets say 2 inches have evaporated. I want to change 8 inches of water. Should i remove 6 inches of water, which would be 8 with the evaporated water. Or do i still remove 8, and then fill back up with 10 inches.
