Possible rescue with belly rot?

Hey herps I just rescued an 8 year old male ball python, such a sweet guy, but I'm worried after his last shed that he may be beginning to get belly rot? Or he may have burned himself on his lamp from his prior owner. He is currently on newspaper substrate and I've been keeping the humidity low to prevent any unnecessary moisture from building up in his tank. I'm going to give the tank a good scrubbing tonight to help make sure it doesn't get worse. Suggestions as to what this is would be helpful! Thanks all! [ATTACH]image1.jpg[/ATTACH]
It looks just to be bloody under the scales, no blisters or odor. Doesn't seem to be in pain from it.
