Baby water snake help

Hi all. I'm new to these forums, and I have a question. I found a baby water snake on a greenway today (the paved part). He was belly up, and was obviously severely dehydrated and hungry. I carried him on the greenway and gave him water from my palms, and he licked it right off. I brought him home to try to get some food in him.

So far, he has snubbed a pinkie mouse, a mealworm, and two minnows. He has drank water and swam around his tiny water bowl though. Do you think he's not eating because he's a little stressed after a big day? He is sitting out in the middle of his tank, so I don't think he's scared in the least, so I'm trying to figure out if he's just not hungry, doesn't like my food offerings, or what.

Do you all have any suggestions on getting him back up on his... well... scales?
