necessary lights

i've been having a debate with those i work with over lights for a crested. Do you need a light for a crested? I know UV is not necessary but what about a plain old light? I personally am always wary about recomending lights for cresteds. No offence to any of you out there, but the VAST majority of ppl who come into the reptile dept at my store are bloody MORONS. Ppl always try and get away with the least possible option for their pet and with a crested that tends to be a 10 g tank. A lot of ppl send others out to get supplies, next thing you know 100 watts of bulb is sitting directly on the tank frying the gecko. Now obviously this is not always the case, but if a persons room temp sits in the norm of 70-72 F is this acceptable without an extra heat source year round? My other question is i've been hearing that babies do better at a cooler temp, so instead of 75-78, they are better at 70-72 is this true?
