Heating my boa condo

I'm begining construction on my boa condo. It is 6 feet long, 2' wide and 2'tall. it is shaped like an "L" with the upright section being 6' tall and 2' wide. I'm planning on putting a heat lamp in the roof of the L, but what can I put in the horizontal part of the "L"? the cage is plywood and will be raised off the ground. Can I put an UltraTherm heating pad under the cage and if yes, does it need to be mounted on the bottom outside? What about putting it inside the cage under some type of astroturf? has anyone ever done that?? Heat tape is not an option that I feel comfortable with. Terrified of electrical fires!!! Any help would be great!
