Help! Odd scales?

So my new ball python came in and he has some odd looking scales on his face. At first I assumed he still needed to shed them, but I've had him for 3 weeks now and they haven't changed. I don't think it looks like scale rot, but I'm not very experienced so I don't really know. The scales look dry and they are dull and wrinkly. He doesn't seem bothered by them as he eats perfectly well, but it still worries me. Any ideas?
