heating for a crested enclosure

ok, i'm not nuts. i know that they dont need much heat, but my downstairs can run pretty cold. one crested is in a screened enclosure, approximately 18 x 24 x 30. i have a 60W nite bulb on top (above the screen) and the bottom of the cage is usually in the mid 60's which seems low. should i put a human heating pad underneath and let the heat rise?

i also have an enclosure almost done that i made by using some sterlites laid on end and made a front for it w/ a door. that gives me some better options as supplemental heat.. perhaps some heat tape on the back (ex-bottom) of the tub?

i hope i have explained clearly what i mean.. pls ask any questions if i am not making any sense.. lol.

lol

i kinda figured to add heat if its cold. thats like if it hurts when i do that, dont do it.

what my question really was where where should i put my heat, regardless if its a heating pad or heat tape?

Or just move the cage to a warmer room/area of the house?

Put it under the cage and it will make its way up naturally, it will also disperse on the way up as not to raise the heat on the top of the cage...
