They can and do without it, but its so easy to do it, plus you don't have to feed or clean for like 3 months, so many breeders welcome the break from November to January.
Its up for debate whether or not cooling yeilds higher fertility. With thousands of dollars on the line, who wants to chance it with a proven method already in place? Not me.
my problem is i live in florida, and was told id have to buy a cooling system in order to breed. but then it was suggested that they dont nessesaraly need to be brumated to successfully breed!
A cooling system might work better, it might not. Some people say its necessary, some people breed snakes just fine without. You'll have to make the decision and then live with the consequences. I'd figure out a way to at least cool the males down to 55F during the winter. But that's just my opinion.
