ball python new cage :3 ft * 1,9 ft?

My bp is nearly 3 feet and I badly want to build him a new cage (melamine and glass)..I have everything I need at home so its just a matters of deciding if its too big..also, for a cage of this size, what should I use for substrate (house carpet?). And just for curiousity, could I keep a boa in a cage of this size?!?

Btw, the cage will be 1,2 feet tall (correct me if its bad?!? but my snake never climb ;p)

3 x 1 or 2 feet will be fine for a BP, but if you want to house a boa i would suggest a 4 x 2 at least...
