why cant I post or reply from home??

Just wondering if anybody knows why I cannot post or reply from home. I dial up through Compuserve and I log in, but when I try to post or reply I get taken to the vb screen prompting me to login. When I try to login from that page, I receive a Page Cannot Be Displayed error. My browser is set to allow cookies. Also, when I go into the forums at the bottom of the page, the "Forum Rules" tell me I "May Not" post or reply. Funny thing, when I get to work and sign in, I have no problem at all??
