That sucks. Almost like the government WANTS these animals to be uncared for.
It's not like they are anti-animal. The rules for non-profit vs. for-profit corporations owned by the same person(s) are written in pretty general language, it's not like they pick and choose which businesses they will cut a break.
I can kinda see the point though. Overbreeding results in a lot of the animals that end up in rescue already so it would be kinda couterproductive to breed and rescue. Obviously it can be done if you do it right but i can see why the government does not allow it.
