This appears to be a Night Snake (Hypsiglena torquata spp.), it is harmless. A location would be helpful in narrowing down the subspecies. Night Snakes are a rear-fanged colubrid that are common across much of south west US, but are not often seen as they are very reclusive. If the animal is still alive pouring olive oil on it will help it get free.
