I would handle no sooner than 48 hours after feeding. I typically wait 3 days after feeding mine, but I do an 8-9 day schedule with large meals.
In terms of morph, he's definitely not Albino. He is Anerythristic at least; he may be a Ghost (AneryxHypomelanistic). I believe mine is a Ghost, and he's a little lighter than yours, so yours may be straight Anery. For a comprehensive guide to all things Cornsnake (in terms of color, at least), check out this site!

I have a mexican black king and its just about that same size. I feed him 2 or 3 fuzzies every Monday, which are basically one size larger than pinkies. Pinkies are basically for newborns. Just for a size comparison... Here is my baby BRB and she is like a month old and she gets pinkies...
