Are the sacs actually part of his eyes? like are they puffy bubbles within the telescopic eye parts? or are they outside? If they are inside the eye protrusions, he probably has an eye infection, which is actually fairly common with chameleons; they have a tendency to get little bits of dirt under their eyelids, and they cause big puffy bubbles (my cham had one one once) .... now there is a common veterinary cream, much like polysporin which works really well for this, it has a 3 letter initial, which for the life of me I can't remember right now. I will make a call to a buddy of mine that originally recommended it to me when my cham had an eye infection and try to get back to you tonight........... and if you could post pics that would be very helpful
