Question Garter Snake i found about 4 inches

i found this garter snake and it was moving last night and then it stopped and i was wondering if its dead or did it go into hybernation... cause its cold up here in wisconsin

Have you tried picking it up? It's dead if it's utterly and completely limp, or stiff as a board.
