In wich case does this thing show up ?

Is it when MODs block a forum ?

They just leave them in the "10 newest threads" section to taunt us. :P

Some of the most interesting topic names lead to that screen. Argh!

I seldom use the newest threads, when I do see something that catches my eye, it's of course in the unviewable section
