How often are you trying to feed it?
How and what are you trying to feed it?

How big is he, how big is his cage? What is his cage? Temps? Hot and cool end? Do you handle him?
Basically whats your experience LVL? It makes a difference on what to ask you and tell you.
Pics are really important, close ups of head and some other body shots as well as your set up. These would probably help determine if the problem is health or husbandry related.

Try putting the head of the rat/mouse under hot running water for a few seconds and then offer. This usually always works. If that doesn't work, try dipping the head in chicken broth.
Let us know how it goes.
