is this something that could be used as a legitimate incubator for leopard gecko eggs?

Tons of people use them. It's just a matter if whether or not it’s worth it to you. For $40 plus shipping, you’ll get something that works but I bet you could also MAKE something as good or better for less money.

It's up to you though...

The US manufacturer GQF and the Canadian distributor sells the parts separately and will ship on a VISA card, and you can get a fish styro for free, or even buy a cheap bigger cooler from a hardware store.
Hovabators are used by many herpers, but the key part is the excellent wafer thermostat which can be bought separtely for 11.60US bucks... You can simply use them with fish heaters or flexwatt heat tape, and make your own incubator for less than half the price providing you're handy.
Here's the link to the manufacturer

Ok, I just noticed LLL's special low price...
Yes that would be hard to beat, but they generally cost much more, especially up here where they can be well over 100 bucks.
For that price its hard to go wrong but most people find them pretty small unless you only have a few Leo eggs, and if that is the case just stick them on a shelf in your herp room.. you dont need incubators for Leos unless you want to make guaranteed males.
In most cases it's cheaper to simply buy the wafter T stat, some heat tape instead of their element which is over priced, and make your own box the size you want.
