Heating a leo rack

I have a shelving unit that I want to convert half of it into a rack system for hatchling leo's. However I don't want to router out grooves for heat tape. Is there any other economical and safe way to heat a rack? there's three shelves 26L x 12w with two 12x12x6h tubs on each shelf.

it depend on what the rac is made of. you could use heat tape either down the back or under the bins.

It's a typical shelf you would buy at home depot...Made of compressed wood, it's coated black. If I put heat tape under neath could it lye flat on the wood safely?
