Land with turtles?

Sorry for making another thread on my turtle but i need to ask another question...i was told that a turtle tank should be filled half way with water and rocks in the tank in which the turtle can raise him self to the top and get air while standing on a rock and not floating. But i have never heard anything about land. Should i have an area where it is completly out of the water in which the turtle can just walk around on? BTW the turtle is a painted turtle.

Personally I provide all my turtles ; which are aquatics ; with a land area & a basking spot under a lamp as well.
