That tank should be big enough for an adult ball python.
A hydrometer is nice but not necessary. Most of the affordable ones are not accurate anyway. It's hard to keep humidity in an open top tank. You could cover a large portion of the top to keep the humidity in better or you could put in a humid hide. Humidity is really only a problem when shedding. If you put in a humid hide for your ball when you notice that he is going to shed...then you should not have to worry about the humidity the rest of the time.
