Well you may not want to mix snakes with other species as snakes tend to eat more then just mice, garters expecially. Toads and frogs are something they eat in the wild, and if you put both in the same vivarium eventually you'll be short on toads. :O

As for what to put in, this care sheet http://www.mcwetboy.com/gartercare/gartercare.pdf will give you a few ideas and guidelines to follow.

Are you trying to build a wild niche or an enclosed area? Either way, unless it's in a non-inhabital area, ( concrete slabs, Hard flat surfaces, an adaquate sized glass/wood/screen/ enclosures, ect.) you may be destroying a habitat that other animals live in..

Don't mix those two species together. That garter snake won't hesitate to eat that frog(s).

The American Toads toxins have NO effect on the Garters, meaning, snake sees frog move, gets hungry and chows down.

Hmmm... this thread is being started by the same person that was asking about "relocating" herps to the pond.

Dont worry about the breeding or relocating.... if you have built a habitat that is good for herps they will come to you.
Spend your time researching what you need to do to create a proper "natural " environment outside in your pond so you dont have to go through what would be involved in capturing, establishing, and breeding wild caught animals.
