Im ordering a new rack soon, will flexwatt heat tape or dual radient heat panels be a better heating option?

I think most racks either commercial or diy are made with flex watt as the main heating element. And pvc cages and showcases require heat panels. Unless you're planning on using the panels in a snake room as a ambient heating element inside the room.
