Actually getting things over the border without being charged is pretty easy if you don't mind taking some risk. The risk being that if the item is damaged during shippment then you will lose your investment. There are 2 things you have to do...
1) Never use UPS to ship anything over the border. UPS automatically sends the package to a broker which charges you taxes plus a fee for expidating the package through customs for you. I really hate that UPS does this because I would prefer to save the service charge and just let it sit at customs but you don't get the choice.
2) Mark the price of the item less then what it is actually worth. Problem with that is that if the item is damaged or lost you will only get what you declared as a value for the item. As an example I had a $1000 diamond ring shipped from the US. The shipper declared it as a cubic zerconia and declared the value @ $40. I didn't have to pay any tax on the item. If the value of the item is below $75 - $100 9 times outta 10 you won't get charged tax on it.
