It's called thermoregulation. They will lean to one side or the other, flattening themselves to expose more their body to the source of heat, thus absorbing the warmth faster. If you look closely, the half of the body that is closer to the heat bulb will be dark coloured while the cooler half will remain light, normal colouration. Neat eh?
If I remember correctly, you've got a Veiled Chameleon and he's getting older now. In another words, he's not a baby or juvenile chameleon any more. I find that as they mature, their appetites decrease, so perhaps this is what is happening with Boris.
