I'm not sure what OSB is, so i'm not sure if it's a good material to use.
For waterproofing you probably want to use marine paint unless the OSB is sealed like melamine, for sealing the joints I would use aquarium sealent.
Glass is nice because it's harder to scratch and easier to clean, how ever plexi is not as brittle and doesn't chip as easy.
you can use tracks to make a sliding door, figure out the thickness of your glass first.
You can use heat tape or heat rope, or you can buy a regular UTH so that you don't have to do any wiring, just peel, stick and plug it in. for your size of cage a UTH will be fine (basicly prewired heat tape, less risk of electricuting yourself). Which ever method you use of these three, put them under one end of the cage (you want about 1/3rd coverage.
