Silicon like you use to seal a bath - just make sure you let it "cure" and fumes disperse before putting the snake back in.

At most hardware stores you can buy Aluminum tape made to seal heating ducts. I use that to secure my flexwatt to the bottom of my tubs. It will do the job and then you don't have to wait for anything to cure or any fumes to disperse.
I use the aluminum tape on all my UTH by default now. Its a bit pricey but I've had the same roll for nearly 2 years now.

ISnt tape in the viv with the snake an issue if it comes off the floor and gets stuck to the snake?

Unless you have an in-cage UTH I don't think that would be a problem

Aluminum tape is conductive and can cause arcs which could cause fire or a short. PLEASE reconsider the use of aluminum tape around UTH's or heat tape. it's a TERRIBLE idea.
