anaconda floods

i doubt i'm the only one thats had this problem...right now my conda is in a pretty small cage. its only temporary till i get him a nice big boaphile. he does have room to stretch out (not completly but most of the way) and he fits in his hide box and water bowl. i did read that condas like water bowls they have to squeeze into, if so then mine should love his. i can fill the bowl (well actually its a kitty litter pan) half way and he will still displace water. every time he gets in his water he spills it out so every time he soaks (which is basicaly every day) i have to fill it up more. i packed care fresh beding around the bowl to soak most of the water up but most of the time it gets all the newspaper wet too. i hope that when i get him his bigger cage and something bigger to soak in it wont happen as much but wont he still displace water in that? please tell me what you other conda owners do, thanks.
