I think it would be a little warm. Some people on here say a hot spot of 90 but I found that when I turned my temps up to 90 all my corns hung out on the cool side of the enclosure. I would say 85-90 and don't go above 90.

That's a pretty big range. Is the heat on 24/7? Are there other factors you can change to acheive a more constant temp? I use heat tape and it pretty much stays the same temp most of the time - only very small variations.

You could look into getting a thermostat. That way, the temperature would stay more consistent.
I personally don't think that night time temp fluctuations are a problem...it seems very natural to me.

Is temp measured at the bottom of the substrate or the surface?

Temps should be measured at the surface.

Actually, the temps should be measured at the bottom, the hottest point. Otherwise if the snake burrows down, it could end up burning itself.
ie... Top of substrate: 85F Bottom of substrate: 98F This could cause the snake to burn. They will burrow the the temp that they desire, but cannot have anything INSIDE the tank too hot as they can get to it.

jjnnbns, you're right of course. I hadn't thought of that, since I am using paper towel, so my sensors read the same whether I put them under or on top of the paper towel. We always talk surface temps versus ambient temps, but to ensure no burns, you would want to measure your temps at the hottest point your snake can reach.

Have to echo what jjnnbns and Auskan cautioned. The temp read from the side of the tank can look fine, while the actual bottom is burning hot under the substrate, where they can easily reach.
