Depending on what you want. If you give the snake height, it's going to use it exploring around. All of mine do. Having more height available also lets you make more interesting enclosures, and can help with creating better heat/light gradients. If you want to plant it, and as such need deeper substrate layers, then 12" is not going to be enough.
I'll agree with EZ to a point...my 6yr old Albino King loves to climb. I have her in a 40gal ExoTerra (18" (-3" for substrate), for now, and she's constantly up on the cholla branches...if anything, to find a way out, but she's up there a lot.
