hypo tang carrottails

Anyone know how long it takes for these guys to develop eggs (infertile) and breeding age (min)...

Judging by the title rather than the section this is in, I'm assuming you're talking bout Leos?
I don't breed my girls until they're at least 60 grams, or over a year. Some people start breeding around 50g, but remember that at that size they're still growing.
As long as they're a year old, and have fat tails and are in good health than you should have no problem breeding....

I was also interested in EGG BINDING. How long untill they have eggs that they will lay( that are not fertile)? Or are they not like chameleons and others in the sense that they will only lay when fertilized.

If a female is gravid it will take her close to a month after mating , to lay her first clutch. If it's their 1st season laying they might only lay one egg rather than 2.
After the first lay she'll drop a clutch bout every 2-3 weeks.

thanks, but if they don't mate will they still lay an infertile egg? Is sphagnum moss ok as a substrate? How deep?

If they don't mate chances are that they will not develop or lay eggs. No point in even setting something up if she isn't even gravid.
