my ball python has stuff on his mouth and he cant smell and i dont think he can eat or drink because he is very limp and at his booty it is very fat and then skinny. as if he is constipated.

Too little information. Tell us more: age, how long do you have a snake, it's food regime, and first go to veterinarian.
