Not sure how correct but I just googled "red and black striped snake Uganda" and found
https://en.wikipedia.org/wiki/Red-black_striped_snake
Which when googled for pictures gets this
https://www.google.ca/search?q=Bothrophthalmus+lineatus&source=lnms&tbm=isch&sa=X&ei=I0N5Ub6RI4S_qQHmlIDYDQ&ved=0CAoQ_AUoAQ&biw=1360&bih=667
Looks identical to me
Harmless and not from China :|

I was thinking of a species of hemibungarus from china. The striping doesnt match, seems like youve found it anyways. Why did you search uganda?

I was recently invited to identify snakes that were nearly smuggled out of the country. I have no idea if they had been trapped in Uganda or not. Allow me share with you some photos .......
