I want to start collecting "Hots," any advice?
Should i start with front fanged or rear fanged snakes?

You should get a mentor... some one who has several years experiance withHOTS, and mentor under them for a while. Making sure you know everything physically possible before you even try and own one for yourself...
however- you could get a hognose, they are rear fanged, with mild venom.
Then come up with a pseudonym for online forums, as they are illegal to own in NYC. ;)

I alread knew that, im going to move to penn state so i could establish a hot collection(Once I find a mentor) aswell as a non venomous collection. Hopefully they will not pass any bills that will ruin it all.

Get a mentor, period. Rear fanged or mildly venomous species are still hots. You should avoid getting bitten, not just avoid dying once you're bitten..
If you're moving to the right area of PA, I know one hot keeper who might be able to teach you.

I know several people in the PA area, but all in eastern/south central PA...which is about 3-4 hours from Penn State area.

I was going to do more research on the best place to move where there is alot of herp keepers. I was thinking of moving near a hospital just in case i get a bite after i complete my hot training. For just in case

Won't matter. They need to carry the antivenin or it doesn't really help.
