Is that including the layer of soil?
Length and width are great, but if at all possible I'd recommend increasing the height. It'll be tough to get the depth of substrate you want and the height for your basking lights, fixtures etc in only 30 inches. Can you increase it to 48?

yeah i was thinking the samething also i was thinking should i put the lights on the inside if so how i was just going to drill holes at the top to put the lights on. and what can i use to seal it with?

The lights should be on the inside. The enclosure will only hold humidity if its sealed pretty well.
You should have a bank of 2-3 lights depending on the size of the animal.

I would look at Infernalis (Wayne's) cage, I'm pretty sure he has some of his steps on how he built it.

I wish it was taller.... they like to climb, and my top is too low for limbs.

drill holes for the cords, and use hooks, makes it easier to adjust the lights.
I will take a picture of mine here in a few for you.
