Banded Water Snake maybe.

Pretty sure it's a

Northern Water Snake (Nerodia sipedon) even though the ones I see here in Ontario are much darker.

Too far north for a Banded Water Snake.

Looks it to me too, and she's flared her cheeks and flattened down her body in an attempt to scare you off.
