So on one of previous threads I was told to try to give my bull snake a medium/small size rats so I just tried to give him a small rat an he was having troubles eating it so I took it away from him an I look at the rat an it have blood on it so I look in my snakes mouth an its bleeding what should I do??

Is the rat bleeding or the snake? If it is the snake that is bleeding that is most likely from you taking the rat away whilst it was trying to eat it. Leave it alone and let it heal from the wound and trauma.
Well while he was eating I noticed the rat had a little red on it I didn't think anything of it but he was having trouble get the the front feet of the rat down so I give him about 5 minutes an he didn't get anywhere an that's why I took it away

Some snakes can take 30 or so minutes to eat their prey. Can you post a picture of your snake with something for size reference in the picture?
I measured him an he was a lil over 4 feet

He could definatley eat a small rat.
The rat was a little frozen do you think he broke/ripped a tooth out?? The rat is thawed now should I try to feed him again??

Do not try and feed him again for at least 7-10 days, maybe even 2 weeks. You want any injury he may have sustained to heal, and you don't want to stress the snake out any more than it is currently.
Always, always wait until a rodent is completely thawed before offering it to your snake. What i do is take my rodents out in the morning, and by the time i'm ready to feed, they are completely thawed out.

I always waited until they were completely thawed idk why I gave him a frozen one today. Another lesson learned
