No because they are treated for whatever they might have.

get a captive bred hoggie male or ksb male if you want small. both males only need bout a tenner, and they both have amazing personalities and are very hardy. :)

You're a beginner getting your first snake. IMO, you should stick to corn snakes as you mentioned in the other thread.....

Garters are even easier than corns.

But don't necessarily tolerate handling as well as corns do.

That's a good suggestion too! California king snakes are awesome :D

calis can be tempermental from time to time, though.

So can corns.
Any snake can be temperamental!

If this is a first snake, I would suggest NOT gettin a rough green snake. They are not the easiest of captives, and their husbandry is more akin to keeping an anole or a chameleon than it is the "typical" snake.
I agree that a corn snake is a good choice, with a king snake being a close second. Of course, factors to evaluate are how much space you can devote, is handling a major concern, initial price, etc.
All have their pros and cons, but other possible options are: garter snakes, rat snakes, milk snakes, ribbon snakes, African house snakes, rosy boas, ball pythons and sand boas.

Do you have any verification of this? I'm not necessarily saying you are wrong, but I always take any such claims with a handful of salt when the company/dealer in question is a major WC importer.
