Most of the insectivorous snakes are really difficult to keep.

Are you just trying to avoid mice eaters?

Garter snakes can be kept on worms and fish for their whole lives.

Essentially yes i am trying to avoid having to using mice..... but if this is not possible then is it a good idea to purchase mice and then breed them?

For one snake, breeding mice will be just too much, and you will wind up with way too many mice.

Garter snakes are commonly overlooked, as too many people consider them a children's snake.

Take a look at my garter snakes, even though you will see some eating mice, it's not necessary, they will do great eating night crawlers and cut up fish.
