Not at all... some are flighty, others are happily picked up and helped off the roads.

That's not necessarily completely true.
He could be trying to soak up some UVs

he probably is but he is that dark because he is stressed when they are very dark and basking they are 95% of the time very stressed about something because they turn very light when basking

There are also BDs out there which are just naturally dark... A dark BD colouration is actually the most common colour of the wild ones.
